Joseph Catalino is Senior Program Director for Private Sector Consulting (PSC) Incorporated, a resource mobilization and management consulting firm based in Englewood Colorado. PSC has provided services to the Department of Homeland Security (DHS), Department of State (DOS), Department of Defense (DOD), US Agency for International Development (USAID) Office for Foreign Disaster Assistance (OFDA) and US and international for-profit and non-profit organizations in the areas of incident response and civil support operations.
Mr. Catalino currently is supporting NORAD and USNORTHCOM Headquarters as a contractor leading the Private Sector Engagement Program. Mr. Catalino serves as a conduit between NORAD and USNORTHCOM and many private sector counterparts. This outreach has proven to be highly beneficial and effective in understanding the importance of the private sector’s involvement in Federal response during a national crisis. The Private Sector Engagement Program has received multiple DOD ”Best Practice" recognition from the Joint Warfighting Center and US Joint Forces Command. As USNORTHCOM prepares for the Defense Support of Civil Authorities mission, private sector integration continues to be a key component.
